FINANCE COMMITTEE

 

Minutes of the Meeting held at the Parish Hall, Victoria Place, Brightlingsea

on Thursday 31st July 2014 at 7.30 pm

F.145               CONFIRMATION OF THE MINUTES OF THE MEETING HELD

ON THE 13TH MAY 2014:

The Minutes were accepted as a true record of the meeting.

 

F.146   DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

 

Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed.

 

F.147               PROPOSED REINSTATEMENT OF A RAILWAY:

The Chairman briefed members that he had walked the site with Dennis and that they were looking to start the line on the Community Centre site, go along the Leisure Village land between the fence and the hedge, along the sea wall to Batemans Tower Cafe.  A discussion took place. It was then agreed that in principle the Town Council would release the land along the Promenade, for the Railway, however it is up to the Railway committee to obtain the necessary agreements from the Community Centre, Museum and the Leisure Village regarding the land they lease before the scheme goes any further.

F.148   ANNUAL GRANTS PROGRAMME:

 

7 grant applications had been received and were discussed.  It was agreed that the following would receive a grant:

 

1)    Family Support – £300.00

2)    Brightlingsea Bowling Club – £776.00

3)    Church Lads and Girls Brigade – £300.00

4)    Owls (Older Wiser Links) – £150.00

5)    Brightlingsea Free Music Festival – £222.40 – provided that the fire extinguishers are purchased next year, in time for the 2015 festival.

 

The following two applications did not meet the criteria and were unsuccessful in their bids:

1)    Colne Medical Centre – This is a business not a voluntary organisation

2)    Colne Quilters – Their application was not for a capital project

 

A discussion took place on the remainder £751.60 from the grants budget.  It was agreed that this would be advertised around February 2015 time, and in the meantime if anyone knew of a project requiring funding, to let the finance committee know.

F.149               MEMBERS ALLOWANCES:

 

The chairman informed the meeting that Tendring District Council have not increased their allowances for this year.  It was then agreed that the Mayors Allowance would remain at £500.00 and Councillors Allowances would remain at £300.00.

 

            Recommendation: The Members Allowances would remain the same at £500.00 for the Mayor and £300.00 for Councillors.
